The ORANGE charge LED blinks when no battery is connected

The charge IC can't tell the difference between a full battery and no battery, so it cycles between trying to charge and not charge.

If you're not using a battery or don't need the charge status indicator, you can disable the LED by cutting the jumper on the back of the board.
